Reef-safe sunscreen: what the label actually means

Two things are true at once: some destinations legally restrict certain sunscreen ingredients, and “reef-safe” is an unregulated marketing term that means nothing on its own.
Here’s how to navigate that without buying something you’ll hate wearing — because the practical failure mode isn’t buying the wrong sunscreen, it’s buying one that feels bad and therefore doesn’t get reapplied.
What the rules actually say
Several destinations have passed restrictions targeting specific chemical UV filters — most commonly oxybenzone and octinoxate — in response to research on coral reef harm. Hawaii, Palau, Bonaire, Aruba, and parts of Mexico have all introduced measures of some kind, and the specifics differ by place and change over time.
Check current rules for your destination before you fly, particularly for Hawaii and the ABC islands. Some Mexican eco-parks and cenotes enforce their own stricter rules at the gate and will make you shower or buy theirs.
The science on reef impact is still developing and is more contested than either side’s marketing suggests. But the practical position is simple: the restricted ingredients are avoidable at no real cost to you, so avoid them.
What “reef-safe” means on a bottle
Nothing enforceable. It’s not a regulated claim.
Read the active ingredients instead. That’s the only reliable signal.
- Mineral filters — zinc oxide, titanium dioxide. These are what “reef-safe” usually means in practice, and they’re what’s permitted where restrictions apply.
- Restricted chemical filters — oxybenzone, octinoxate. These are the ones named in most bans.
- Other chemical filters — avobenzone, homosalate, octocrylene and others sit in between: not usually banned, not usually marketed as reef-safe.
If the destination has rules, mineral is the safe answer. Zinc oxide, titanium dioxide, or both, and nothing else in the actives list.
Why mineral feels chalky, and what fixes it
Mineral filters work by sitting on the skin rather than absorbing into it, which is exactly why they leave a white cast. That’s physics, not a formulation failure — but formulation changes how much you notice it.
What to look for:
- Tinted formulas. The single most effective fix, and the reason most people who “hate mineral sunscreen” change their mind. Tint cancels the cast. Match it roughly to your skin tone.
- Non-nano zinc in a lighter base. Newer formulations are dramatically better than what existed five years ago.
- Separate face and body products. The face one is the one you’ll skip if it feels wrong, and it’s the one that matters most. Buy a good one and accept it costs more per ounce.
The rules that actually matter
Ingredient choice is the small half of this. Application is the large half:
Most people use far too little. Guidance is roughly a shot glass for full body, and a generous half-teaspoon for face and neck. Almost nobody applies that much, which means an SPF 50 applied thinly is performing well below 50.
Reapply every two hours, and after swimming or towelling — regardless of what the bottle claims about water resistance. This is why “one you’ll actually reapply” is the whole selection criterion.
Buy it before you go. Resort and airport pricing on SPF is punishing, and the local stock is often not the formulation you want on your face.
A hat and shade outperform any sunscreen. The brim does more between 11am and 3pm than any reapplication schedule.
Stick formats travel well for face, ears, and the tops of feet — the three places people reliably miss. Not TSA-liquid-restricted either.
The short version
Read the actives, not the front of the bottle. If your destination has rules, use zinc oxide or titanium dioxide. Buy a tinted mineral for your face so you’ll actually wear it, buy a separate one for body, and buy both before you leave.
